SUMMARY OF THE RESOLUTIONS CONTAINED IN SCR 43
1. "Resolved by the Senate of the State of California, the Assembly thereof concurring That the Legislature of the State of California requests that the University of California initiate efforts in helping to coordinate the state's academic professional, governmental, business, and community resources toward a comprehensive approach to these problems and their solutions, and that the university seek suitable research and graduate training and commensurate with the university's major and diverse research mission and programs to aid in helping resolve crucial state problems;
The University of California established and funded the work of the SCR 43 Task Force. The Task Force involved more than 200 researchers, professionals, governmental representatives and leaders in business and communities in discussion of the issues presented in SCR 43, and in the development of responses to them and recommendations for action.
Discussion of the University's efforts to attract research and training support to these efforts appears in Chapter 10, "Resources for Funding," beginning on page 175. Recommendations for new and expanded areas of concentration are contained in Chapters 3-9.
2. Resolved, That the university make every effort to seek funds from foundations, private sources, state government, and from federal funds which are becoming available to states, such as the $1 billion included in the Immigration Reform and Control Act to assist states in its implementation, some of which is earmarked for education;
The climate for support of such work in federal, private and foundation circles is discussed in Chapter 10, "Resources for Funding, beginning on page 175. The funds provided in 'RCA are not applicable to the University's work (see page 181.)
3. Resolved, That the university consider formation of a social research policy and priorities task force to help advise and coordinate the university's efforts in this direction and to involve both public and private institutions and sectors in these efforts;
The SCR 43 Task Force, established and supported by the University of California, constitutes the University's response to this resolution. Contained in the report of the Task Force are many recommendations for expansion of research and training activities in partnership with public and private institutions and individuals. In addition, to elevate the level and magnitude of discussion and action with respect to Latino issues, the Task Force recommends the establishment of permanent new advisory bodies to the President of the University of California, and the State Legislature, and the Governor. (See pages ES- 19, ES-21, ES-24, 86, 87, 110, 111, 169.)
4. Resolved, That the university consider establishing an advisory committee as part of the task force to assist in the development of the report. In addition to representatives selected by the university, the university is requested to include three public members, one each to be designated by the Speaker of the Assembly, the President pro Tempore of the Senate, and the Governor. It is the intent of the Legislature that persons appointed or selected to serve on the task force and on the advisory group be selected primarily from the Hispanic community or from groups that represent that community, or both;
The membership of the SCR 43 Advisory Committee, appointed by UC President David P. Gardner, appears on page viii. Advisory Committee members from within the University of California were selected for their scholarly expertise and their abilities to contribute to the work of the Task Force, and many are recognized leaders in the Hispanic community.
6. Resolved, that these policy research efforts concentrate on, but not be limited to, health, education, employment, government participation, housing welfare, criminal justice, and immigration policy areas, using extant data sets when possible and creating new ones when needed;
Please refer to chapters on health, education, the economy, Latina issues, criminal justice and immigration, as well as the chapter concerning Latino settlements in the State, which addresses political participation, housing and welfare. The report contains both previously available and new data.
7. Resolved, that the university consider as an initial priority, the thorough cataloging and collecting of information and data on existing efforts and available funding so that the task can be organized in a manner that will avoid the duplication of effort and cross purposes, and work toward goals which benefit and have the support of all responsible elements of our society;
Each section of this report discusses the status of the University's research efforts and resources to support them, as well as existing data and the need for its coordination. The section on Libraries (Appendix 5) describes needed data consolidation and linkage activities. Appendix 6 is a listing of organizations related to Latino topics compiled under the auspices of the SCR 43 project.
8. Resolved, That the university report to the Legislature within nine months after the date this resolution is chaptered its response to this challenge, and how it plans to approach the task given to it through this measure. This report will include a discussion of the time frames contemplated by the university, the resources that will be needed for this effort, existing resources that the university anticipates tapping into, and the perceived benefits that the university believes this endeavor will bring to the people of this state;
Discussion of these issues appears throughout the report, but particularly refer to the Executive Summary. The report required more than nine months to prepare; it in fact represents nearly two years of work on the part of the Task Force. Due to the magnitude, importance and complexity of the topics addressed in the report, and the need to consult widely, the University was urged by the authors of the resolution to use additional time required to present a thorough report.
9. Resolved, That the university, after its report to the Legislature, continue its efforts as expressed in this measure, with the goal of developing with in the university a focused and coordinated capacity to do research, provide instruction, and develop resources that specifically address concerns raised in this resolution;
The recommendations to the University of California are focused in improving the University's capacity to perform research directed toward the public policy questions addressed by SCR 43, including the establishment of a permanent advisory committee (see page ES- 19) to plan for implementation of the recommendations of this and other reports. In addition, a separate report to the President of the University assesses the University's readiness to undertake an expanded research agenda in this area, and needs for curriculum and staffing expansion.
10. Resolved, That by passage of this resolution, the Legislature once again expresses its confidence in the ability of the nation's greatest university system to assist the state in addressing these important public policy problems and meeting the full potential of California as we prepare to enter the 21st century;
The Task Force agrees that the public policy problems presented in SCR 43 are important and urgent, and urges the Legislature's attention to this report.
11. Resolved, That the Secretary of the Senate transmit a copy of this resolution to the Regents of the University of California.
No action required by the University.
